Emmanuelle Nègre est née en France en 1986. Elle obtient son DNSEP en 2010 à la Villa Arson, Ecole Nationale Supérieure d’Art de Nice. L’année suivante elle devient co-directrice de Catalyst Arts à Belfast, en Irlande du Nord puis intègre l’association La Station, résidence d’artistes et espace d’exposition à Nice de 2013 à 2017. Emmanuelle expose en France et à l’étranger et organise des projections de films expérimentaux. En mars 2022 elle obtient un poste de technicienne photo et vidéo à L’ENSA Limoges où elle a relancé un laboratoire argentique et initie les étudiant.es de l’atelier de recherche et création chromoculture aux procédés écologiques et non toxiques. Depuis septembre 2023, Emmanuelle est chargée de formation en vidéo aux beaux arts de Paris.
